Renault Clio III - interesting wiper arm solution or ...

It was a nice snowy day, just few degrees below zero...

And I was cleaning the car from the snow, when I came to the wipers... Usually, one picks them up and remove the snow and the ice by whatever means - scratching, shaking or whatever... But what is this?

This is the highest I can lift the wiper arm! There is a limiting piece in the base that presumably prevents you from damaging the hood. But how I am supposed to clean the ice? Yes, there is ice usually in such weather and  brushing it  is not enough. One needs to knock out the ice! ... Well, I was just standing there clueless - what ... ... ...? Guess what, the mechanism that releases the wipers is frozen as well (I will write about this later) but this has nothing to do with the wiper arms design.

Ironically, my neighbor's car (also Clio III) was parked next me and luckily for him he didn't have the limiter and his wiper arms were standing up nicely out of the snow - just to annoy me more ;-) .
Now, 3 months after the first snow, I still don't know how to clean the ice from the wipers. Somehow, I have swallowed that I have to seriously lean on the hood to change the wipers (once they are defrost) but...
